Panthers coach Ron Rivera has challenged quarterback Cam Newton to improve this season. He says the league MVP has just scratched the surface of what he can do. He also said Newton looked a bit rusty on Tuesday, the first day of Phase 3 of OTAs.

Atlanta will be up second behind Tampa in the afternoon Super Bowl bid presentations, expected to begin at 1:30 p.m. (ET). Three bids to be awarded for 2019, 2020, 2021. Each presentation is 15 minutes long with each owner getting 5 minutes to speak.

Panthers coach Ron Rivera said he is counting on cornerback Bene' Benwikere being a leader in the secondary this year. Benwikere continues to rehab a broken leg suffered late last year but says he is over the hump in terms of the toughest part. Benwikere can be penciled in as one starter. Rivera says he wants to go into training camp before committing to where the three corners drafted will fit in. Second-round pick James Bradberry started at one corner spot during all of Tuesday's team drills.

The Browns have signed WR David Richards, an undrafted rookie from Arizona recently signed and released by Atlanta. In 48 games at Arizona, Parker had 110 receptions for 1,205 yards and 11 TDs.

NFL owners announce their first rule change of the day: game officials can now consult with the officiating dept at the league office on things like game clock accuracy, rules applications, proper down, etc. They tested this during playoffs last season and liked it.
